The case of Germany
At the beginning of 2012, the European Foundation for the Improvement of Living and Working Conditions released its latest research findings on the European states involvement in fostering the career prospects of those Not in Employment, Education and Training (NEETs). In the German case, the Federal Government and the state governments issued the Dresden Declaration in 2008 – promoting education and training in Germany. The declaration states that the number of school leavers without any schooling leaving certificate is to be lowered from 8% to 4% by 2015. The share of young adults who have not successfully completed any vocational or similar training is also to be lowered from 17% to 8.5% in the same period. In connection with this Declaration, certain new programmes and initiatives were introduced at the national level. These are complemented by already existing measures at the local and regional levels.
