The EU aims to be competitive in the field of AI in comparison to the US and China as its main global competitors.

A comprehensive analysis of relevant indicators shows that, despite existing challenges, the EU exhibits structural strengths that can enable long‑term AI competitiveness:

Structural strenghts of the EU

Strong computer science education system

  • Many EU countries have integrated computer science education as a mandatory subject in their school systems, at least at secondary level. 
  • This is a key advantage given the fundamental importance of computer science education for AI development, AI literacy and AI talent.

Large data market

  • The EU has a larger data market volume than China. However, Europe’s data market is expanding at a comparatively slow pace and accounts for just a quarter of the US market size. 
  • Extensive access to data is key for training AI models and developing tailored AI applications and AI-driven business models.

High usage rate by comapnies

  • The share of companies using AI and generative AI is compareable to the US and China. 
  • Implementing AI in businesses is important to translate AI innovation into scalable commercial success.
